Logia users' bodies become the element of their power, and everywhere their body extends due to the use of their power they'll always get hurt by a haki attack if it hits them there. But for paramecia types like Trebol, if their power lets them create something, that getting hit even by haki doesn't mean anything if their actual body isn't hit. It's the same as when Luffy fought Magellan, hitting the poison secretions didn't hurt Magellan unless the attacks hit his body as well. Trebol just used his power in this way because he is sneaky, he probably won many battles by fooling his opponent into mistaking the nature of his power like Luffy did there.
